Above the Line(ATL) cost is the movie making cost associated with major creative talents, including the Director, Actor, Writers, Producers.(in some cases Editor, Cinematographer also comes into this).
During Budget drafting Above the Line and Below the Line Costs are separately calculated and Based on that further reframing of Budget takes place.
